Public, paginated research lookup.

`brand_name` and `creative_category` are both optional filters (pass either,
both, or none). Returns each matching research row's id, brand_name, ad_status,
ad_start_date, ad_end_date, and its creative_category / secondary_creative_category
from research_filter.
