`POST /v1/trace/holdings-at-block`

Beslag-balans at a fixed block (catch program N11a): wei-exact native + ERC-20 holdings
of an address at one historical block from our own archive, the under-count exclusions
(staked ETH, value moved into bridges) printed as facts with their transactions, every
number re-derivable on an independent archive RPC, signed and served by /v1/verify.
persist=false = dry run.

## Request body

- HoldingsAtBlockRequest
  - `address` string, required: 0x address
  - `chain` string: ETH
  - `block` integer, nullable: the block to read at (or pass timestamp)
  - `timestamp` integer, nullable: unix seconds; resolved to the last block at or before it
  - `delta_to` integer, nullable: a later block: the body also carries the change from block to delta_to (N11b delta mode)
  - `persist` boolean: false = dry run (nothing stored, no verify link)
