Deterministic one-actor PROPOSALS (P2, Lane A): first-funder linkage and
exchange-deposit-reuse, each proposal a complete evidence object. Nothing
here merges anything — the analyst confirms by pinning (and that
confirmation is what gets logged); no entity-registry writes.
