## Request

Public tier catalog for pricing surfaces (no auth — it renders on
marketing pages). A tier is ``available`` only when its Stripe price
is configured, so frontends that gate cards on this flag light up the
moment the founder sets the ONE env var (STRIPE_PRICE_COMPLIANCE) —
no frontend redeploy, no further code edits. Price display comes from
Stripe itself (cached): the Stripe price object IS the price point.
