Public: is a single report a PAID product right now, and at what price?

``available`` is true only when BOTH the price is configured AND the paid
gate is on (``PAID_REPORTS_ENABLED``). This makes the funnel's buy-vs-free
CTA a pure read of one signal: flag OFF => available:false => the funnel
offers the free generator (today's behavior, nobody charged); flag ON +
price set => available:true => the funnel offers the paid buy. Flipping the
flag is the single go-live switch.
