`POST /oauth/authorize`

## Request

Consume the consent form. On approve, issue a one-time auth
code (10 min TTL) and 302 to the client's redirect_uri with
``?code=<raw>&state=<state>``. On deny, 302 with
``?error=access_denied&state=<state>``.
