## Request

Tournament-wide top 20 scorers, aggregated from per-match fixture player
stats across the 48 qualified nations. Ranked by goals with DENSE_RANK
(players tied on goals share a rank), then ordered by the FIFA tiebreaker
(goals, then assists, then fewest minutes). Explicit lifecycle state:
`pre_tournament` (empty leaders[], null updated_at) before June 11,
`in_progress` during, `finished` after. Response object keys:
tournament_state, leaders[] (rank, name, country, team_id, team_name,
player_id, goals, assists, minutes), updated_at. `country` is the
national team's full name (not an ISO code); player_id is null until the
upstream player is bridged. Daily refresh, 1-hour Redis cache.
