Retrieves per-tool aggregates for AI assistant MCP tool calls

  - `calls` integer: Number of times the tool was called
  - `avg_response_time` integer: Average tool response time in milliseconds
  - `last_used_at` string, date-time: Time of the most recent call to this tool (ISO 8601, UTC)

- `404`: Agent beta not enabled for this organization
- `422`: missing time_range
