Calculates emissions using AER measurement CO2 approach

  - `annualHourlyAverageFlueGasFlow` string, decimal, required
  - `containsBiomass` boolean
  - `biomassPercentage` string, decimal
  - `annualHourlyAverageGHGConcentration` string, decimal, required
