`POST /api_v1_reports_list`

Return the per-member report catalog with per-report unlock state.

The catalog itself is product-defined (see _REPORTS_CATALOG). Per
user, each entry is decorated with:
  unlocked      — True if user has paid for it OR it's free-for-members
                   AND they have a profile saved.
  cta_action    — "view" (unlocked) | "donate_to_unlock" | "buy" | "save_profile"

The widget renders this directly; ZERO product copy lives client-side.
