Public attestation status for a receipt uuid.

Discloses ONLY: attested (a receipt:v1 attestation row exists),
attested_at, the stored commitment (unprefixed 64-hex, as
attested), and the oracle read {checked, match|reason}. This does
NOT run the salt-based recomputation — that requires the pre-image,
which is never disclosed. What this confirms: the commitment is on
the hub's attested record. Holder-independent verification requires
the receipt holder's salt via POST /api/receipts/verify.
