Return the calibrated pairwise co-stress matrix for ``peg_type``.

Trustworthy (``sample_floor_met``) pairs are ordered first, then by lift
desc. The envelope carries the provenance of the latest calibration run; the
matrix is read from the frozen ``pairwise_costress`` table, never recomputed
here. Pre-calibration (no rows / no run) returns an empty set with a null
envelope — an honest "not yet calibrated", not a synthesized value.
