Resolve a citation hash by equality against its attestation table.

The canonical verifier boundary for the ratified citation format:
input may be bare or 0x-prefixed (any case); the lookup matches both
stored forms so a bare envelope citation resolves the 0x-prefixed
``report_attestations`` rows history holds. ``?source=`` optionally
restricts to ``state_attestations`` or ``report_attestations``.
