data contains attachment_id and status ready. Completion is idempotent.

## Other responses

- `404`: Attachment not owned by this reporter in this workspace.
- `409`: Prepare the upload first.
- `415`: File content does not match its declared format.
- `422`: Uploaded file is missing or does not match its declared size and type.
