Capture interest in the deferred "verify a private run / white-label"
tier (§5 `verified_pro_interest`). Reuses the pro_waitlist table +
idempotent-insert pattern; fires the PostHog willingness-to-pay
signal. NO billing code (TODO §3 U-01 — billing paused).

Public + flag-independent (we collect interest even when the feature
flag posture changes), mirroring /billing/notify-me.
