Public flag probe — does NOT honour ``require_bpp_enabled`` (the
frontend needs a definitive false to collapse chips to the legacy set).

``blueprint_versions`` (#928): the Evidence timeline gates its fetch on
this instead of probing its own flag-dark 404 — an unconditional probe
printed a console error on every agent-detail visit in a dark
environment (caught by the #844 golden path's browserErrors gate).
``approvals`` (#1300) works the same way: the approvals UI gates every
fetch on it instead of probing a flag-dark 404. Additive; every field
fails-conservative to false on the client.
``audit_log`` (#1385) is the same for the workspace audit log: the /team
page used to probe ``GET /teams/{id}/audit-log`` on every load to decide
whether to show its link, a flag-dark 404 Chromium prints as a console
error. Only booleans live here; the flag is not a secret.
