`POST /api/v1/provenance/otlp`

OTLP/HTTP trace receiver (BPP-3).

Accepts an ``ExportTraceServiceRequest`` as OTLP/JSON
(``application/json``) or OTLP/protobuf (``application/x-protobuf``),
projects every span through the ``GENAI_ACCEPTED_ATTRS`` whitelist
(privacy-critical — arbitrary attributes, including prompt bodies, are
dropped and NEVER reach the DB), and merges the result into
``run.provenance["observed"]``.
