Admin-gated diagnostic — pairs with the diagnostic-endpoints memo.

Returns parsed state for the daemon-pull + openai_assistant
substrate so the operator can confirm without SSH whether:

  * daemon tokens were minted at all (token_hash_count),
  * any jobs are currently in-flight (in_flight_jobs),
  * any daemons have gone dark (dead_daemons_24h),
  * BADGE_FIELD_ENCRYPTION_KEY survived the CD env-render
    (field_encryption_configured).

## Response `200`

Successful Response

- DaemonDiagnostic: Admin-gated parsed state — pairs with the diagnostic-endpoints memo. Lets an operator confirm without SSH: * how many agents have a token hash configured, * how many in-flight jobs are claimed-but-unresolved, * how many daemons are dead (no heartbeat in the last 24h).
