Public — does NOT honour ``require_billing_enabled``.

Email-capture endpoint for the "Pro — coming soon" panel on /pricing.
Lower-cases + stores the email in `pro_waitlist`. Idempotent: a second
submission of the same address returns 200 ``{queued: false, reason:
"already_queued"}`` rather than a 409 or a 500 — the user gets the
same "you're on the list" affordance whether they're new or already
in. Spam protection comes from the RateLimitMiddleware "write" bucket
(60 RPM per IP; CLAUDE.md and middleware/rate_limiter.py).
