Reply from support@badgeia.com and retain a replay-safe outbound row.

The existing global write limiter applies before this admin-only handler.
Sync, erasure, and reply share the same database operation lock so a reply
cannot reintroduce a just-erased recipient row. The provider call is
bounded and uses the durable row key as Resend's Idempotency-Key.
