`DELETE /api/v1/admin/playbooks/{playbook_id}`

Soft-delete ANY playbook — regardless of owner.

Mirrors the owner path (`is_active=False` + `is_default=False`), but reaches
playbooks the owner-only delete at `playbooks.py` can't (e.g. test leftovers
on a founder-owned reference agent). Idempotent.

Auth: anonymous → 401, non-admin → 403, admin → 200. Flag-off → 404.
404 when the playbook doesn't exist.
