Return the cockpit overview: a health status rollup, an actionable
attention worklist, and 4 hero metrics with prior-period deltas + a
sparkline. 60s in-process TTL cache; ``force_refresh`` busts it.

Read-only, aggregate-first. The status rollup trips ``critical`` only on a
real fault (DB unreachable / a live probe degraded) — link-only ``unknown``
systems never trip it. No secret value is emitted.

Auth: anonymous → 401, non-admin → 403, admin → 200. Flag-off → 404.
