Return spend detail: real (non-simulated) spend over 24h/7d/30d/MTD and
the top-spending accounts + teams. There is no cap percentage: the Cost Cap
feature was removed 2026-07-27 because Badge bills a flat subscription and
meters no customer LLM spend, so there is no customer limit to report
against. Excludes simulated/mock runs.

Auth: anonymous → 401, non-admin → 403, admin → 200. Flag-off → 404.
