The signed-in user's company timezone and locale.

The central value the product owner asked for: ARIA, the Shāhīn console
and the Ops MCP all read this and format in it. Container `TZ` env is a
deploy-time Helm value and is *not* what this returns — the console's
consistency check compares the two.
