Public signing keys, for verifying licences without reaching this service.

Unauthenticated on purpose: this is the value an installer embeds, and it is
public key material. It carries only the JWK public members (`kty`, `crv`,
`x`, `kid`, `alg`, `use`) — never `d`, the OKP private member.
