`POST /api/admin/run-archive`

Trigger weekly archive: move past-date and expired rows to historical DB.

JSON body (all optional):
  cutoff_date:    archive rows before this date (default: today)
  rotate_backups: rotate historical.duckdb backups first (default: true)

Returns immediately. Poll /api/admin/archive-status for progress.
