Get run history (newest first). Optional ?limit=N and ?type=<run_type>.

When `type` is given (e.g. ingestion / alerts / prune) the runs are read by
type from admin.db, so the last N of that type are always available
regardless of how many other runs happened in between (e.g. last 30 purges).
