Server-to-server, HMAC-signed with ATLAS_SOURCE_SECRET_DOSSIER (the same secret as the key-sync push). The
moderation service calls this to RE-VALIDATE that an account still holds moderation_api, so a lost sync (a stranded
live $99 key, or a locked-out payer) is caught at key-check time and doesn't depend on the push landing ($2).
