Compute and PERSIST a period Revenue Statement, then claim its source rows.

This writes a `payouts` row and stamps `payout_id` onto every receipt/expense it consumed,
inside ONE transaction. Re-running for the same (owner, period, currency) is refused by the
unique index rather than producing a second statement over the same money.

It records a payable. It does not pay it.
