Record a disbursement that ALREADY happened outside Atlas (Template Sec G).

Atlas does not move money. This endpoint exists so that a wire or ACH an operator sent
through their bank can be reflected on the statement; it requires the operator to supply
the external transaction reference and the date it was paid, because Atlas has no way to
learn either by itself. It cannot originate a transfer and does not talk to any processor.
