Record an executed License against one of this owner's IP assets (Sec 2.2 / 5.3).

ROYALTY RATE is a MECHANIC here and an OWNER DECISION as a value. `royalty_rate` has no
default: the estate holds two royalty tables (`Atlas_Enduring/Atlas Royalty & Revenue
Models.pdf` and `atlas royalty structure est.pdf`) that CONTRADICT each other on four of
eight products — Truck Tunnel $100 vs $300, EXO Panels $2.75 vs $25, EXO Blocks $37.50 vs
$40, PoleVolt "Signed" vs "Licensed" — and neither is dated, executed, or attached to any
Exhibit B. So there is no authoritative source to default from, and defaulting would put an
invented rate on a License. A rate is accepted only WITH its basis (`royalty_basis`, e.g.
"per unit sold", "% of licensee net sales"), because a bare number is not a term: a rate
without a stated basis cannot be checked against a licensee's report.
