Out-of-process backstop for the in-process email drip loop (hang-guard; same SPOF class as the G1
pubdata/market pull backstop). Runs ONE tick+drain pass. Auth: admin session OR header X-Backstop-Secret
== ATLAS_BACKSTOP_SECRET (a curl cron has no session, so without this branch it always 403s). No-ops when
email is disabled. Lets a Render cron defeat a frozen/dead in-process email loop.
