Release one throttled batch of a campaign, then drain.

Batched on purpose: there is no "send to everyone right now" button anywhere in this rail.
A blast that goes out in bounded batches can be paused after the first hundred if the
numbers look wrong, and that has saved more sending reputations than any content review.
