Data-partner secure upload page (EHR Ingestion PRD §4): a minimal,
standalone page (no app shell, no PHI displayed) reached only through a
tokenized, expiring link. The token is validated server-side on the POST —
this shell renders for anyone, uploads only with a valid token.
