## Request

Local-dev one-click sign-in. Gated on EMAIL_DEV_MODE so it never ships
to prod. Auto-creates the dev doctor on first hit, issues a JWT, drops it
into localStorage on the same origin, and redirects to the portal — so
`python3 -m uvicorn main:app` + opening http://localhost:8000/dev is all
you need to see the doctor UI.
