Return all patients in the store for the doctor roster.

Excludes draft patients (``is_draft=True``) — these are work-in-progress
records created during the TEAM eligibility flow and are not yet committed
to the roster. They are either promoted (on finalize) or hard-deleted (on
cancel). If a draft is left behind by an interrupted session, it stays
invisible until the server restarts.
