The Archangel account's picture.

Its own route rather than the users avatar endpoint because the account is
a virtual author with no users row, which is deliberate: a real account for
the bot would show up in the member directory, the verification queue and
the buyer-facing exports. Same gate as everything else here, and a 404 when
nobody has supplied a picture, which the client already handles by falling
back to initials.
