TR selection rate by voluntary self-reported demographics, four-fifths comparison.

Reads ``fairness_observations`` and nothing else. There is no join to ``users`` here and
there cannot be one: the table is keyed by an HMAC pseudonym and carries the decided tier
copied in at decision time. Collecting demographics separately is exactly what makes this
monitor possible without making the model able to see them.
