Real submit progress (BUG-5): the phase + pct the backend STAMPED as each
pipeline stage actually started — never an invented percentage. Pollable by
the submitting evaluator (or admin/QA). Returns ``done=true`` once the row
reaches a terminal status, with the final status + issues so the client can
take the existing success / needs-QA path.
