Fix an identifier typed wrong at signup, then re-check it.

Only while pending, only the numbers a registry is asked about, and the
verification that was about the old number is cleared with it. The recheck
runs in the background through the same path the admin's Recheck uses.

- CredentialCorrection: PATCH /me/credentials — a PENDING applicant fixes an identifier they typed wrong. Only the numbers a registry is checked against, and only while the application is pending: the check that follows is what makes the correction safe, and an approved account's identifiers stay as verified. Nothing here changes a degree, a specialty or an attestation.
