Step 2 of the upload-scoped promote: after the admin approved the sample,
extend case creation to EVERY remaining ingested case in this partner file.
Each case runs the same conversion + gate; passing cases become V4 tasks,
gated/failed cases stay 'ingested' with the reason recorded.
