Step 1 of the upload-scoped promote: run the conversion + automated tests
on ONE sample case from this partner file and return it for review (labs,
notes, EHR records, candidates, test scores) WITHOUT committing anything. The
admin reviews, then calls /promote-all to extend case creation to the rest.
