Declare a bundle and receive its chunk plan.

Idempotent on the declared bytes: re-declaring the same ``{sha256, size}``
returns the EXISTING session, so a refresh at 3.2 GB resumes instead of
restarting. The session id IS the idempotency key.

- HsUploadDeclareRequest: What the client declares up front — an EXPLICIT list, so a field the client invents is dropped by the model rather than reaching anything.
