The data requests this organization can answer right now.

NO identifier, in the path, the query or a body. The organization comes off
the session, which is the property ``/hs/payouts`` holds and for the same
reason. There is deliberately no ``/hs/requests/{hs_id}``.

Gated on the ORGANIZATION's state as well as the account's surface, because
a request is an ask to upload and an organization that has not signed the
agreement may not. A partner in intake, in review, or holding an unsigned
agreement is told what it is told at every other upload door rather than
handed a list of things it cannot act on.

Closed requests are gone from here the moment they close. A request we have
stopped asking for still sitting on the portal is how a partner spends a
week assembling cases nobody is waiting for.
