Continuous supply (PRD §B4): generate NOVEL V3 multimodal cases until the OPEN
(unlabeled) pool for this specialty reaches ``target`` (default
``ASCLEPIUS_TARGET_POOL_SIZE``). A no-op when the pool is already at/above target.
Respects the same novelty + hardness + structure gates as ``/generation`` and
reports the drop-reason counts so a shortfall ('why only 3?') is answerable.
