What the storage layer actually holds versus what the database believes.

Read-only. ``missing_blobs`` is an INCIDENT, not a metric: each entry is a case
that will 404 when a physician opens its image, or ship to a buyer as a
reference resolving to nothing. ``orphan_blobs`` is disk cost only — reported,
never deleted, because a wrongly-deleted blob is unrecoverable once the partner
bundle behind it has aged out of its retention window.

Also returns the live durability verdict for all three stores, so the operator
can see *why* blobs went missing rather than only that they did.
