What the boot migration did, and whether any row was lost (PRD §0, §4).

Read this instead of SSHing into a container. It reports the run that
happened when this process started: how many cases had been approved or
paid but could not ship, how many are now exportable, how many voided
earnings were deliberately left alone — and the no-data-loss contract check
taken around the sweep by the sweep itself.

runs off the event loop) or when this build started before the migration
