Retry the Stripe transfer for one settled row (C4).

The gate is deliberately narrow: settled, and not already transferred. A
row still in review has no decision to execute, and a row with a known
transfer (including a reversal) is done. The durable intent retains the
original request, serializes dispatch, and refuses expired retries.
