`POST /api/asclepius/admin/community/invite`

Mail one approved physician their link into Asclepius Community.

The 409 on an unapproved physician is the point of the endpoint, not a
formality: this link opens a room of credential-verified peers, and a
physician we have not verified must never be handed one.

Idempotent on the physician: already joined returns 200 with
``already_joined`` and sends nothing, so a second click is free.
