Upgrades to a pooled provider-independent live OHLCV stream for one canonical asset and resolution. Arc uses the Mobula chart path; Birdeye-only streams do not admit Arc. Messages carry generation, sequence, server time, and an opaque resume cursor; an unavailable cursor produces resync_required followed by current state.
